Community Oversight Policy

Per the Infrastructure Spending Oversight resolution, all projects exceeding $10,000 require:

• Minimum 3 competitive bids from qualified contractors
• Published scope and bids visible to all 429 homeowners
• Infrastructure Committee review and recommendation
• Board vote at an open meeting with published rationale
• Post-completion inspection and final cost vs. bid report

Going Forward

Every future project over $10,000 will be processed through this RFP engine with full transparency. The community will see every bid, every score, and every decision rationale. No exceptions.

E-Signature Policy

Electronic signatures are valid under the Illinois Electronic Commerce Security Act (5 ILCS 175). All signed documents are timestamped, stored, and accessible via the document library. Board resolutions require a majority of seated board members. Vendor contracts require the board president's signature plus one additional board member.
